Isopropyl-D-thiogalactopyranoside (IPTG) is a chemical analogue of galactose, which cannot be hydrolyzed by the enzyme --Galactosidase. Hence, it induces the E. coli lac operon activity by binding and inhibiting the lac repressor without being degraded.
